County will withdraw from phase of water plan
According to Vance County Board of Commission Chair Dan Brummitt, the county must withdraw from its planned Phase 1B of its water plan to allow the Kittrell Water Association (KWA) to proceed with the plan in its place.
Brummitt made those remarks during Monday’s regular meeting of the Vance County Board of Commissioners.
According to the board chair, Kittrell’s board has met and has committed to the project.
The county’s withdrawal is necessary for the KWA to proceeding with funding requests from the United States Department of Agriculture (USDA). The USDA will not fund competing requests.
Brummitt asked if the county commissioners needed to convene as the Water Board to set a public hearing on the issue. County Attorney Jonathan Care stated that it was his understanding that a public hearing is not necessary for the KWA to move forward with its plan. He also informed members that the board could not convene as the Water Board during the meeting.
A body of elected officials must provide at least 48 hours notice before convening a meeting under North Carolina law.
Without taking an official vote, the board reached a consensus to allow the KWA to proceed with Phase 1B. Member Danny Wright opined that the KWA may get water to citizens more quickly that the county might have because it is “more experienced”.






FRONT PAGE NEWS ALERT: this is the title on the front page of the News & Observer “Audit reproaches Golden Leaf”. State Auditor Beth Wood is saying that the foundation “failed to effectively oversee hundreds of millions of dollars in economic development grants and violated open meeting laws”. Here’s another quote:”There is a risk that potential conflicts of interest or political influence play a role in Golden Leaf invesment decisions”. The report also claims that Golden Leaf was “less than cooperative” during the audit and even prevented a state auditor from inspecting files at one point!! The article goes on to list several grants that seemed to be a “little shady” due to political influences throughout North Carolina.
Does this sound like some of the same “crap” that is going on right here in Henderson and Vance County? Does to me, especially with the so-called watkins sewar line to kittrell being one of the grants that were on the top of the list! Seems like somebody has opened up a can of worms and deals/negotiations that were done in the dark; are having a little light shone on them by the State Auditor. i cant understand how kittrell can support a man who is in the pocket of the kittrell water association and if you did not know they now have the proposed sewer project and so much for us staying country so say goodbye to all ya goats and hunting and say hi to the new boss same as the old on now just deeper in some bodies pocket lovely kittrell site of new beacon light sec 8 housing high taxes and low prop value and kwa getting more money from our water bill and soon to be sewer all cause you cant stand the thought of a female mayor cause in this day and age cant be because she is black

Looks like those folks in and around Kittrell have their act together. Maybe we should all be personally responsible and tell the government where to get off.

I was told the land would not perk where they are building the new Kittrell Dollar General. Hence the need for a sewer line for Sam.

Rachel – If the land does not perk, they would not issue a building permit in order to begin construction. There isn’t a sewer line in place now so of course the Dollar General will be using a septic tank.

Go to the Vance County Inspections Department. There is NO perk test because Same don’t need no stinking permits.

To say that you need a passing perk test to get a building permit in Vance County is a joke.
Just look at all the houses built in the Northern half of the county where there are problems with the land not perking

Septic Sam, There were all kinds of violations in issuing the building permits and many had to be done over. Sam listed himself as the General Contractor and when the state found out the county was called on the carpet and Sam had to come up with another General Contractor and re-visit many of the contracts. Check it out with the county and the county inspector, this is the truth as sure as Purdy Pete is the Mayor of Henderson.
